That's a male Hexagenia (burrowing mayfly) These used to be present in truly massive numbers throughout the Great Lakes, but excessive organic pollution from land use and sewage almost wiped them out. It wasn't until the 1990s that they started to return to Lake Erie in big numbers, and now they're a nuisance species in some places.
